Noblogem and the surrounding lands have been made a county. The City -> Metropolis transition appears to be 150 pop. Unsure as to wether this is the only requirement though. --TangoThree 17:30, 26 November 2007 (EST)
I had the City -> Metropolis transition at 140 dwarves. It changed to a Duchy at the same time.—Preceding unsigned comment added by Rabek (talk•contribs)

- This may be explained by the information I've just added - the fortress rank is based not only on population, but also on "diverse tasks" (namely, the same "diverse tasks" needed to get the Baron, Count, and Duke). --Quietust 21:29, 18 September 2012 (UTC)
