If this is just the Liaison that comes each year from each civ then this page should redirect to Trade.

Turns out that killing an outpost liason (via military) causes your entire fort to dissolve into chaos, as your civilians will attack your military. Lesson learned.

I experimented with this by sending out my entire military. The military will attack itself. Sending one dwarf out and back again (as military) will cause the soldier to attack civilians. I found that on my one (probably by chance)the expedition leader was the only one to confront the soldier; only after turning off all military that the expedition leader won and killed the dwarf. I supposed that the expedition leader was responsible for the fighting at first (as she was the one who was about to talk to the liason, so I sent my expedition leader out alone as a mitilia commander. The expedition leader stood next to the body (after I quickly turned off the military and set a reclaim on the liason's stuff) and saw that all dwarves treated the expedition leader like a hostile creature, and the expedition leader treated all other dwarves the same, but running scared like any other citizen. This makes anyone who attacks a liason an outcast.

P.S:I only found this out today when I was trying to do the starting seven challenge. Only after the attacks happened and weird behaviour appeared did I think to check this page concerning the liason's murder.
