Whenever I queue up a "Capture a live fish" task, the person who picks it up walks over to my animal stockpile (which is on land) and just stands next to a trap until he gets bored and switches to another task. :I had this issue too, after the season changed my dorf ran over and grabbed a salmon or somesuch. I'm guessing there needs to be a fish in valid fishing areas for this job to complete. Otherwise they stand around and wait for a fish to spawn so they can capture it.
