Some bandit gangs and criminal organizations call their boss a warlord. In fortress mode, you can eventually get the announcement popup that one of your dwarves or permanent residents, being the rightful heir, has inherited the title of Warlord of such a group. In legends mode, these groups are just called nomadic groups.
