A civilian alert was a military alert that confined all civilians to a specific burrow.
While it is no longer possible to create and modify civilian alerts in the vanilla Dwarf Fortress user interface, the underlying functionality is still present and functional, and DFHack exposes it via the gui/civ-alert option, with the burrow being configurable in the modified q Squad menu.
