A Tavern is a building found in settlements visited during Adventure Mode. The equivalent structure in Fortress Mode is a dining room.
(Correct me on the rest of this speculation/filler:) Taverns are a good place to recruit drunks to take along on adventures, and a Mayor can often be found inside with quests to give.
