It affects anything created with the 'architecture' labor, which includes bridges, smelters, paved roads, screw pumps, windmills, watermills, supports, and trade depots. Dwarves that have high building designer skills can make masterwork structures, which can give dwarves very happy thoughts from admiring the excellently designed buildings. Also, dissembling a masterwork structure will not cause a tantrum.
