When the population of a fortress reaches 50, the Expedition leader becomes the Mayor.
After a period of time, the fortress's dwarves may elect a new Mayor; the former Mayor will retain the title and be colored as a Noble, but will no longer have the mayoral requirements, while the newly-elected Mayor will demand rooms as normal.
It is possible for a dwarf with no Social skills to be elected over a dwarf who has them.
