The building designer skill is used to plan buildings before the actual construction can begin.
It affects anything created with the 'architecture' labor, such as bridges, smelters, paved roads, and the like. Dwarves that have high building designer skills can make masterwork structures, which can give dwarves very happy thoughts from admiring the excellently designed buildings.
