There is no "best" Template:L, but some are clearly superior to others, depending on your needs and available resources.
All-Purpose
Many Template:L prefer the humble Template:L, which can be Template:L year-round, Template:L, Template:L, or brewed into Template:L, and many early fortresses rely on the plump helmet crop as a main component of their diet. Several above-ground crops are all-seasons as well, the best of which are probably Template:L, Template:L, and Template:Ls.
Booze
Four principal seeds available at the beginning of an expedition (Template:L, Template:L, Template:L, Template:L) all produce underground crops that can be made into Template:L worth 10☼. Above ground crops will require you to Template:L or Template:L for Template:Ls, but the best of them that can be Template:L are Template:L, which produce Template:L worth 25☼.
Keep in mind that dwarves care more about the diversity of available booze than its Template:L.
Dye
There are three 20☼ Template:L crops: Template:L and Template:L (above ground) and Template:Ls (underground).
Food
In terms of sheer Template:Ls, Template:Ls produce the most valuable foodstuff: Template:L (100☼). In terms of quantity and value, other good crops are Template:Les (which yield 5 quarry bush leaves when processed) and Template:Ls (which can be Template:Led into Template:L).
Thread
All plant thread is equally valuable (at 2☼ per unit), so the main decision is between an underground crop (Template:L) or an above-ground crop (Template:L).
