Arrows are ammunition for Bows, which Dwarves cannot use with their stubby fingers. Crossbows cannot fire them, only bolts. Because of this, arrows are of limited use in a fortress, only usable in weapon traps with bows in them.
If you're playing as an elf or a human in adventurer mode you may use a bow, which will require arrows to fire.
