A carpenter's workshop may be built out of any building material. It is used for constructing Template:L objects such as Template:L (except Template:L) and Template:L. Template:L can only be made at a carpenter's workshop.
While it seems from the q menu that it is possible to create wooden Template:L, they aren't weapons. They are Template:L. This becomes visible when expanding the menu via tab.
Template:L (p) will not be made by your carpenter but by a dwarf with Template:L enabled.
