I've written a section about notice templates on the Community Portal page, I hope I am not being too bold with this step, but I feel it is a tool that could benefit all users of the wiki, editors and visitors alike. The notice is intended to inform new editors of specific problems with their page while categorising and announcing the problem to more experienced editors. I intend that similar templates be created for other common rule breaks. I've linked to a new category: [[:Category:Pages that break Community Portal rules]] in order to keep track of the use of this template, and other similar templates.
