Jamming Floodgates, Unjamming Them

There is some question for verification of whether or not floodgates in 2010 re-shut themselves without needing an additional "close" input. If you see the version of the page that was there before my edits, someone has left info claiming that it is the case and that it indeed changed from 40d, but no citation. Someone please verify. That seems counter-intuitive to me as well, and possibly a bug. --Jwest23
