Steel can be smelted at a smelter by a dwarf with the furnace operator labor activated.
The recipe for steel is: one Template:L Template:L, one Template:L bar, one Template:L material and two Template:L create two steel bars.
An additional unit of fuel is needed to power the furnace at conventional (non-magma) smelters.
