Messengers are an assigned occupation at your site. They can be assigned in the Locations and Occupations menu (l), and will act as liaisons with your hillocks and conquered sites. When a messenger has been assigned, they can be sent on missions from the Civilizaztions screen (c) to request (r) dwarves from your hillocks and conquered sites to become citizens of your fortress. Only dwarves that are considered historical figures may be summoned to join your fortress in this way.
