A map tile is a single unit of space on a map. The term map tile is used when referring to the individual square under the k view cursor. Walls, ramps, trees, grass, boulders, open space, brooks and rivers are all examples of map tiles that make up mountains, plains, cliffs and valleys. Stairs that you dig up and down are also types of map tile, but not the ones that require material to construct. The difference is subtle, but map tiles are a part of the map, while constructions are built on-top of the map. (This is a running theory, based on observation.) Whereas constructions must be built like buildings, map tiles exist as part of the map during world generation.
