The jeweling labor enables a dwarf to work at a jeweler's workshop to work with gems.

This single labor encompasses two different skills - cutting rough gems, and encrusting cut gems onto furniture, ammo, or finished goods. Thus, workshop profiles should be utilized in order to restrict your jewelers to use only their highest skills.
