Military Tactics is a military skill first introduced in 0.31.14. Presumably, this skill relates to choices made during combat, and is valuable for survival. However, players have collected too little information about this skill to know for sure. When assigning dwarves to squads, Military Tactician never appears as a "relevant skill."
It seems the only way to gain experience in this skill is to lead an army in a major historical conflict. Assaulting a site or organizing a defense both do the trick.
