The order of the sword is a cult centered around this particular type of dwarven weaponry. This noble arrives once you have made (and not traded away) 50 swords (whether made of metal or obsidian) and, once present, will insist that you have at least as many swords as other types of weapons by making occasional requests to the Mayor.
