Decorations can have a quality modifier themselves, though in this version it is not displayed separately - instead, the quality shown is either that of the base item or the best decoration, whichever is higher.
Thus, a "«*Sword*»" could be a superior quality sword with fine decorations or an ordinary sword with superior quality decorations - the only way to figure out is to view the item's description.
