This may be related to moving bins and barrels around, for instance if a dwarf tries to store an item in a bin and said bin is subsequently tasked for hauling to the trade depot. This can also happen when dwarves attempt to store too many items in a bin at once, usually after acquiring a large number of items in a short period of time, whether from trading or from reclaiming the possessions of invaders.[Verify]
This error message is also given if you forbid the item that a dwarf was about to pick up.
