The treasurer noble is merely an upgraded version of the bookkeeper, though he does not actually perform the bookkeeper's duties in his absence. His only function, aside from making mandates, is to permit the arrival of the Count.
Once you have a mayor, trade minister, and treasurer, the goblins will begin to siege you.
