Paper (also know as "writing material" and sometimes "sheets") is used in the production of scrolls and quires. There are three forms of writing material: papyrus sheets, paper sheets and parchment sheets. Sheets are used to make quires or with rollers to make scrolls -- these are then used for writing.
Parchment
Parchment is made from hide and milk of lime at a tanner's shop.
Papyrus
Papyrus sheets are made directly from the plant at a farmer's workshop.
Paper
Paper is made from cloth plants pressed into slurries (start at the quern/mill, then go to a screw press)
