The queen consort is a female noble that arrives with a king (male gendered monarch). The queen consort has no room requirements and does not show up on the nobles screen. She is always the wife of the current king.
If a king marries another dwarf, that dwarf will become queen consort provided she does not have a more important noble status.
The male equivalent of a queen consort is a king consort, who arrives with a queen.
