Your sheriff will also be promoted to captain of the guard at this point. The mayor will also make guild mandates if he receives complaints from guild leaders (if said workers are not given enough work to do).

The presence of the mayor is also required in order to permit the arrival of the Count. Once you are eligible to have a Mayor, the Goblins will begin to attack your fortress.
