In Fortress mode, a dwarf who has no labor Skills above the dabbling level (no skills at Novice or better. Military and Miscellaneous skills are not considered when labeling a dwarf). In many fortresses, peasants are forced to remain unskilled laborers by only assigning them hauling tasks. By default they are shown as teal:
