An unassigned zoo seems to function like a regular meeting hall, where idle dwarves will congregate. Dwarves may receive positive emotions from admiring a zoo's restraints, cages, and any preferred creatures and may consider them "tastefully arranged" (like furniture in sculpture gardens).
