The Sheriff is the noble responsible for crude law enforcement until your fortress grows large enough to require a Template:L. The sheriff will subdue and imprison lawbreaking dwarves. Without a Template:L, the sheriff will have no choice but to issue summary Template:L in the form of a beating[Verify].
