The sheriff arrives with the Manager, who arrives once the population of your fortress reaches 20. The sheriff will subdue and imprison lawbreaking dwarves. Without a jail, the sheriff will have no choice but to issue summary justice in the form of a beating. Having a weak sheriff is a good thing - a sheriff with good strength could heavily injure or kill a "criminal" whose "crime" was not being able to make an obsidian item because you hadn't yet reached the magma flow.
When your fortress reaches 50 dwarves, the sheriff will be promoted to Captain of the guard.
