This is a combination of all I've been able to discover. Which isn't much more than what's been already discovered. What I'm not 100% sure about I've added a question mark to it. The letters in ()'s only have significance in my analyzer and editing tool.
You can download my tile analyzer and editing tool from here.

I cannot entirely confirm it doesn't leak water on a map that doesn't have an aquifier, but on my map, which doesn't have an aquifier, it didn't leak water. It did, however, visually indicated that the two wall tiles next to the tile I set this flag on were damp (in addition to tile this was set). I won't confirm this finding just yet, but I see a strong indication that this indicates an aquifier. 23 R - (R)ain Drop
