Do we actually want the quality template visible on every page? It currently links to a page which says there's supposed to be a "Rate" tab, so I'm guessing the system is broken or turned off. Like Oddball said, the template doesn't seem to work as intended. For instance, it doesn't add the category it is supposed to. The categories for the quality ratings exist, but are all empty of pages.
