Merpersons (mermaids and mermen) are little humanoids living in oceans. Usually your dwarves don't encounter them, but occasionally, when building a fort on an island they might show up. They occasionally equip stuff, but they don't steal it.
A study was under way to determine the feasibility of merpeople breeding/livestock programs due to the extreme value of merperson bones, but it came to an abrupt end and the next version dramatically devalued their bones in order to discourage players from repeating such experiments.
