The governor noble arrives at a population of 80 once you have completed enough diverse tasks (see below), changing your fortress from a Town to a City. His only purpose, aside from making mandates, is to permit the arrival of the Duke. If a foreign diplomat arrives and attempts to meet with a noble who is unavailable, then the Governor will conduct the meeting instead, albeit at a very significant diplomatic disadvantage (most notably resulting in much lower tree-cutting quotas).
In order to trigger the arrival of the Governor, you must complete a sufficient quantity of "diverse tasks" during the previous year, consisting of at least 5 of the following:
- 50 crafting jobs
- 50 metal-related jobs
- 50 wood-related jobs
- 20 gem jobs
- 50 stone jobs
- 50 food jobs
