The position of sheriff opens once the population of your fortress reaches 20. The sheriff will subdue and imprison lawbreaking dwarves. Without a jail, the sheriff will have no choice but to issue summary justice in the form of a beating. The sheriff will still perform justice jobs if drafted to the military. Having a weak sheriff is a good thing. A sheriff with good strength, training or a weapon could heavily injure or kill a "criminal" whose "crime" was not being able to make a glass throne on a sandless map.
