Once your fortress has attracted the first tier of population, production, and trade nobles, the Baron (or Baroness) will be summoned.
The Baron arrives with his/her consort, the Hammerer, and the Tax collector. Once the Baron arrives, the Humans and Elves will begin to send their diplomats to meet with the Baron.
