Once your fortress has attracted the first tier of population, production, and trade nobles, the Baron (or Baroness) will be summoned.
The Baron arrives with his/her consort, the Hammerer, and the Tax collector.
Humans and Elven diplomats will only arrive if you have a Baron, though they will meet with the highest ranking noble present in your fortress (whether the Count, Duke, or King).
