Siege workshops make ballista and catapult parts with siege engineer labor, and assemble those parts into stationary siege weapons, to be loaded and fired by siege operators. They are also responsible for the assembly of siege ammo (namely, ballista arrows), whether from wooden logs alone or including a metal tip.
