Once the Dwarven economy has started in your fortress, shops will appear in the building list and can be placed in various locations. Dwarves with free time will get the "Go Shopping" job in order to acquire new trinkets.
In the current version of Dwarf Fortress, the economy never activates, so shops can never be built - Toady One has stated that, after various other changes have been made to the game, he will re-enable the economy and this building will return.
