Once the Template:L has started in your fortress, shops will appear in the building list and can be placed in various locations. Dwarves with free time will get the "Go Shopping" Template:L in order to acquire new trinkets.

In the current version of Dwarf Fortress, the economy never activates, so shops can never be built - Toady One has stated that, after various other changes have been made to the game, he will re-enable the economy and this building will return.
