The Loom is used to turn threads (pig tail thread, rope reed thread, and (cave/giant cave spider silk thread) into cloth. The command to collect spider silk thread is also set here.
The Loom's functions are automated by default so any weavers will automatically collect spider webs (as they appear near the cave river) and weave any thread you have into cloth. You can change this behavior in the "set workshop orders" submenu of the orders menu (o-W).
