The Hammerer is a noble which is supposed to arrive with the Template:L. In version 0.31, however, bugs apparently prevent the arrival of any immigrant nobles or the assignment of them from your existing population.
If your Template:L is busy, your Template:L is full, or a particularly heinous crime is committed, the hammerer would deliver a series of hammerstrikes, most likely leading to death or serious injury for the criminal (most often a random metalsmith who couldn't satisfy a noble's Template:L for Template:L earrings).
