The Duke (or Duchess) is the next step up from a Template:L. Your county becomes a duchy after reaching certain criteria and meeting with the Template:L; once the liaison leaves the map, your Template:L will be promoted. In other words, your lands must be a county before it can be a duchy.
As with Template:Ls and Template:Ls, there is a bugBug:519 that can prevent this conversation from happening. To work around this, ensure that the Template:L has left the map prior to the conversation with the Template:L starting.
