The position of Count is the next step up from Baron; once you have achieved certain conditions the liaison will inform you that your land will be elevated to the status of county, and shortly after they have left you will receive a Count.
There is a bugBug:519 preventing this conversation from happening - to avoid the bug, ensure that the caravan has left before the meeting with the liaison begins.
