The position of Count is the next step up from Template:L; once you have achieved certain conditions the Template:L will inform you that your land will be elevated to the status of county, and shortly after they have left you will receive a Count.
There is a bugBug:519 preventing this conversation from happening - to avoid the bug, ensure that the caravan has left before the meeting with the liaison begins.
