You may check how close you are to meeting the requirements for a monarch's arrival by pressing n c after you have a population of at least 140. This option does not appear on the Template:L before then.
When the monarch arrives, your fortress becomes the capital of your Template:L. That means you will no longer receive visits from a dwarven Template:L, nor can you give goods to dwarven caravans as offerings.
