v0.31:Tanner's shop

A tanner's shop is used to make skin from a Template:L animal into Template:L. The 'tan a hide' job, to perform this is automaticaly triggered after the game notices that there is skin to be tanned.
A tanner's shop is operated by any dwarf with the 'tanning' Template:L enabled.
