Altars are used in temples.
In fortress mode, in addition to the workshops listed in the sidebar, altars can be constructed at a mason's workshop, but this still uses the stonecrafting labor. They can be built with b-Alta where they are labelled as Offering Places, although they currently serve no purpose in this mode other than increasing a temple's value. Temples don't require them to function.
