The order of the axe is a cult centered around this particular type of Dwarven weaponry. This noble arrives once you have forged (and not traded away) 50 axes and, once present, will occasionally mandate their production. As with guilds, ignoring these mandates may lead the cult to start a work slowdown, presumably affecting the production of these weapons.
