This buildings allows you to spawn caravans, sieges, diplomats and megabeasts. It needs dfhack to run and only works on civilizations that exist in your world. This means you cant force a drow caravan if you play in a world without drow.
Civilizations still respect their triggers, this means that a certain amount of wealth or dwarves must be met. The bigger and more wealthy your fortress is, the higher the success rate of these reactions.
Diplomacy doesn't come cheap, you need to spend coins. Inviting other races costs 2000 coins, opening a tradefair 5000 coins, and declaring wars are 1000 coins each.
